What is that thingy that appears in the upper right corner of the screen that says ''If there were internet slow lanes, you'd still be waiting...''

I signed it because it seemed really important but I don't really know...
I think Net neutrality is something where the internet people do a big silly thing where they make every website go at the same speed, for example.
Youtube would run as fast as something that hardly exists anymore, like Bonzi buddy and Windows 98 helper or whatever.
es muy raro, ami me aparece tambien, solo en esta pagina, supongo que sera publicidad o alguna add, yo simplemente le doy a la cruz para cerrar paso de meterme en problemas, a decir verdad es un poco incomodo ver eso a la derecha de la pagina de vez en cuando.
